I am looking for a fresh masculine cologne that does not have fruity notes. Any ideas on what to look for?
Most scents have citrus, although as it is often the oils from the skin rather than the scent of the flesh, some might not classify them as fruity.
I think vetivers can be good.
Vettiveru by Comme des Garcons and Vetiver by Guerlain (both have some citrus).

If fresh=soapy, and that seems to be a common usage, then check out Mugler Cologne, which is very soapy indeed and also has a couple of interesting other notes. Too soapy for me, but it seems to be very popular.
I'll second Geranium for Monsieur, which has some soap, albeit not as much, and also features a zingy green+anise+clove aroma. Really like this latter.
Some other soapies I've tried are Neroli Portofino and Eau de Guerlain.
