I don't think it means the end of a fragrance.
Over here, Terre d'Hermes is in the discount stores, and I don't think they are going to drop it.
Usually means they created too much juice, and what they have left is getting a bit old. So they sell it to discounters for even less, while creating some fresh juice to give to major retailers.
I think it usually means over stock or old stock, even with the popular ones like CW.
