Overpaid beaurocrats look bad when they are bored, so they have to justify their wages by making it hard for others to get anything done. This doesn't just happen in fragrance
'The Story of Fragrances' demonstrates that consumer safety is the number one goal of the industry." If safety is the fragrance industry's number one goal, why doesn't it abandon the notion of creating art and go fight terrorism?
