Sounds like you tried Boswellia carteri which has a strong lemony / piney top note. Boswellia serrata might be more what you are after, particularly the CO2 extraction.

For a cotton / wool note I'd suggest you experiment with some musks (Velvione or muscone) with a touch of patchouli and costus/costausol or helional?
It's concerning to me that you say this sandalwood came from Perfumer's Apprentice from their John Steele selection. I thought these were really good quality - their price would suggest so.
