Oh boy, this is going to be difficult....seems that both are complimentgetters and that Eau Fresch is more linear... Buying both is quite expensive as they cost here in Belgium around 62 euro...

is it the ingredients, the simplicity ? Can you smell immediatly if a frag is cheap or not ? Is it only the use of expensive ingredients that makes the difference ?

I think that most of the time, you will notice the difference.. In the case of acqua di Gio f.e., you can smell that the frag is not so strong anymore...
