I'm gonna sidestep your preferences just a touch - try Roma Uomo, it should work well in NoLa.
+ track down some samples of the Harrods Amouage exclusives: Ltd Edition Man + Green Salalah (there's your oud)

Perfume Generale L'Ombre Fauve. As long as you like an Amber/Musk/Fur experience. What an interesting scent and very wearable.

Amouage Memoir Man if you like absinthe, incense, and/or dark fragrances. I know a full bottle costs more than what you want to spend but you could easily get away with buying a few official samples. They are 2ml for $6 at Parfums Raffy (the cheapest place for the official samples in atomizers), and I've gotten about 15 wearings out of just one sample.. so they go a long way. This is probably the only house where you can find official samples for the same cost per mL as a bottle.

If you haven't tried it yet, Amouage Reflection Man is one of my other favorite scents that absolutely blew me away when I first smelled it. It's clean, soft, and rather floral and yet also bright, opulent and extravagant. It's a bit different htan what you normally like but it does have a really nice himalayan cedar in the drydown, along with a creamy sandalwood and a good dose of cold, camphorous patchouli (kind of like Ulrich Lang's Nightscape).

A great aoud/rose combo that you need to sniff if you haven't yet is M. Micallef's Aoud Homme. An almost sulfuric oud with rose, cinnamon, spices and honey.

Also, I think Al Oudh is absolutely fantastic. It's opulent and velvety smooth, but yet very very dark smelling to me. Like black velvet, oud smoke, and rose petals. Delightful!

Nick, go old school: Aramis. You'll save some $ and you can get the soap-on-the-rope or the shave cream (scented) with the spare change.

Congratulations!
I don't see Montale's Black Aoud in your wardrobe (or that you owned it). I recommend that.
I also don't see any vetivers there. I recommend Villoresi's.
Perhaps something from MPG: Route du Vetiver or Parfum D'Habit or Iris Bleu Gris.
Whatever you get, enjoy!
