The *best* would be one that always smells good to you on you, and the people around you agree.

Devin, by Aramis, might be something you like, or even CdG 2 Man (the 50 ml bottle may be under $80)

A frag that gets little attention on here that I think is absolutely awesome and close to niche at designer price is the John Varvatos 10th Anniversary fragrance.....

Of course there are alot of frags that come in at $80 and under that are really, really great. You just have to find out which one you like best.

I'd get 2 for that price - Rive Gauche and Live Jazz. You'll have a manly scent that gets compliments, and you'll have a long lasting fragrance that's perfect for warm weather.

egoiste seems pretty popular in this category. ya know i saw egoiste cologne concentree the other day for like $40 for 100ml. i never see that in stores though so i think it's discontinued or something.
