From your description, the first thing I thought of was Tiffany for Men. It can be bought directly from Tiffany. It is a fresh but powdery masculine scent that is very similar to Pour Monsieur from Chanel, but better. Another in this category that has a slight more herbal base is Monsieur Givenchy - a very fine, lemony, men's cologne chypre with a slight powdery touch. Pure elegance.

My first thought as well. Tiffany for Men is incredible.
Midnight in Paris(but has a burnt rubber smell), CKN2U is like cinnamon rolls and baby powder, and D&G the one gentleman is like a talc with bubble gum.
Check out Bvlgari BLV and BLV Notte too. BLV was one of my most complimented ever, Notte is basically the same but a little less powdery with a light chocolatey note.

I just realized that, for a fresh and powdery scent, Bulgari Blu is my favorite. Tiffany for Men is powdery and good, but I wouldn't consider it "fresh."
Big +1 for Burberry Touch, which has tremendous sillage.
I also recommend Lolita Lempicka Au Masculin, Guerlain Homme Intense, and Armani Diamonds for Men.

I saw it at some mall in San Jose, California about 1 year ago (one of those Perfumania type places). Since you're in UK, I'm guessing the Beatyencounter transaction would be easier. I have ordered from them before and had good transactions.
