I'm not all that excited by Jubilation (I do own a bottle). I do also like Dia quite a bit. Gold may or may not be your style but it IS impressive... whatever else you say about it, one thing is definitely: "wow". I have Arcus, that's a citrus scent and not as grandiose. Amouage produces some very impressive stuff, but it's a bit hit-or-miss.
Maybe Chanel pour Monsieur (NOT Concentree)
Many older fragrances, the older the better I think (found the bottle one day in a chippendale cabinet at the estate). For women, maybe Caleche or Norell.

When you say "rich smelling" I assume you mean something worn by an elegant, tasteful and confident man in the prime of his life. With that in mind, I'd suggest

Chanel: Sycomore, Cuir de Russie, Pour Monsieur (not Concentree)
Jo Malone: Nutmeg & Ginger.

Jubilation XXV has that vibe, but it is a relatively pricey one so, it's "already expensive" (and expensive smelling). Same goes for Tom Ford Tuscan Leather. Own and love them both. TL is one of the few fragrances that gets me compliments from complete strangers just about every time I wear it - there must be something working really well with my skin chemistry to make this one work the way it does - and because of that I will have this one in my rotation for as long as I can get a bottle.
If you want something inexpensive but that smells like a million bucks - try Hermes Equipage. It smells like you were born on a big pile of money and never had to lift your finger in your life to do anything physically strenuous. It's a little stuffy, in a billionaire playboy kind of way, but I think it fits your description to a T. When I spray it on I feel like I'm some aristocratic royalty and should be sipping gin martinis every day for lunch. ;-)
It's strange, but in my opinion, this one smells expensive. I feel like I smell perfumes like it in rich person around me.
