I thought Balkis by Parfums de Nicolai was soapy, but I am not very good at identifying notes yet.

Pure White Linen makes me feel clean and fresh smelling, even though it's not a light fragrance. I wear it to work as it's unlikely to offend anyone in the office.

The one I find the most soapy is Ysatis. And second to that, JPG Classique.

You might want to try out (or re-try) Cacharel's Anais Anais. It smells dry-floral-soapy to me, but very pleasant. It also won't break the bank.

I tested a sample of Zephyr by Neil Morris this morning and was immediately reminded of bar soap. It's pleasant enough, but from the notes (and the name!), I was expecting something a little different.

    Top Notes: Tangerine, Papaya
Middle Notes: Honeysuckle, Casablanca Lily, White Tea
Base Notes: Sandalwood, Amber, Ocean Musk
    .
    Sniff and let sniff.

Another vote for Caleche. It is very clean and soapy smelling on me, I love it in summer.

L'Heure Bleue, Chanel N°5 and Jicky (the old version) are very soapy on me.
Calèche is very fresh, as well as Dioressence.

I'll also add a plug for Pure Grace - kind of sweetish, heliotropish, clean sheets. I love the stuff. Good body products too (very good, actually).

Ivoire de Balmain gets lots of comments about being soapy and green and fresh. Plus you can get it for cheaps, which is always a good thing IMHO.

Personally it's the soapy middle that makes me love Madame Rochas so much. It lifts a nice-enough oriental out of the ordinary and gives it a little twist of character and a lot of wearability. And again, you can get it for a steal. Yay!

The soapiest scent I've ever smelled is Bourbon "French Marguerite".

I'd like to add a unisex fragrance to the list-- Thierry Mugler cologne. The fresh citrus is very pleasant to me. It doesn't say, "lime" or "lemon" but simply "citrus." And there's a wonderful "just out of the shower" clean soapiness that I like. It's not especially feminine, but it's also not particularly masculine. I think it works really great in hot weather and has an aroma-therapeutic calming and cooling effect.

Patsy: Oh, this? Chanel No. 5.

Just tried Laila by Geir Ness. A floral with light melon notes that is quite soapy, clean, and fresh.
For sale: JL Scherrer parfum (reduced price) and more!

I'd like to add Carrière by Gendarme to the list....soft, soapy, smelling of clean laundry. And if you don't mind an opening smelling of juicy red apples, Clear by Neil Morris could be another option.

Another vote for Caleche. I find it more soapy than fresh. Although the aldehydes, bergomot and woodsy notes lend a tartness in the vein of fresh, and that quality balances the creaminess of the soapy accord.

The Prada Iris fragrance seems soaply to me, as does Caleche. I guess it depends on what kind of soap you're talking about.
