Knowing by Estee Lauder is probably my favorite rose chypre of all time, and it is readily available and relatively affordable.

Of these, Jacques Bogart might be easiest for a 16 year old.
Guerlain Nahema may be one of the greatest roses, niche or otherwise.

What about Aramis 900? It might not be marketed for a 16 year old, but I think a well dressed, intellectual, and open minded young person could easily pull it off.

The only cheap frag with strong rose that I enjoy is Madness Natural Black. It's a woody rose with some sort of exotic fruit element, not too sweet and definitely not "wet," which can make fruity frags seem too "feminine." The 2.5 oz. testers were selling for less than $20, last time I checked. Sillage and longevity are at least very good (it's an EdT). Another cheapo, also a "woman's," is Cabaret by Gres, but I find it too simple. It bores me quickly.
