What is the closest designer or sub $70 niche fragrance that smells like any of these?
Perhaps a second on Eau des Baux with a caution. I suggest a trial of this. By itself, I find Eau des Baux bottle-worthy and inexpensive compared to other scents.
This warms down to a nice incense base with a little vanilla, so it's sorta-kinda like vanilla tobacco...I guess. Not anything like Ford's Tobacco Vanille or By Kilian's Back to Black with the rich *very* obvious vanilla tobacco vibe.

"No elegance is possible without it...perfume is a part of you." Gabrielle "Coco" Chanel
A 30 ml. bottle of Nicolai Vanille Intense is only $75 on Luckyscent. There is nothing else like it for less money. Also, these scents show up all the time on Basenotes Marketplace at 30% - 50% off of retail at times. Do a search for those you like there and you will be surprised what you find.
Also D&G The One for Men can be gotten for around $30 for 30ml. if you look around on the net. It is amber instead of vanilla but does have a little tobacco in the base to make it similar to those you mentioned.
There are some decanting groups around. I would suggest joining one and seeing about getting in on a split.

^What would you compare Mandarina Duck Pure Black to?
And I did the same thing(suck it up) and bought Tobacco Vanille, despite it being overpriced.
I have Eav Des Bavx, and like it, but it was dry/woody and did not scratch the same itch in cold weather.
Perhaps you could try 2 less expensive ones 1st, although they are not the same, they are both thick, lasting quasi-gourmands, far better than Pi or the other mall vanilla-gourmands:
St. Dupont Signature
Bogart Pour Homme
Sweeter or less sweet than Pi?
Does it have as much "Almond extract" smell as Pi?
If you like the Almond in Pi, but dislike other notes, I suggest Kiehl's Forest Rain (don't let the name fool you)

^Yes, the one has some notes i really like, but the sillage of the synthetic patchouli/woods is too much.
If others know a vanilla version of The One I am interested also.
