I wanted to decant some, tried to spray it, nothing happened, and I then remembered how it always dribbled out. So at that point, I decided to just get a pair of scissors and cut the rubber off. Now it sprays great. If it was a frag designed for a 9 year old boy, I could understand it, but it still should have been designed better. LOL.

Yeah, I too had that problem. After absolutely mangling my rubber bottle and making it look horrid, I then thought about it and realised I could've just cut this little part and it would've allowed me access to the actual nozzle thing without cutting the flask completely. The dotted line is an optional cut if you want to leave it in one piece.
