psss a little secret ,,,,,,
Criminally underated & a peppery delight is Oscar for Men , by Oscar De La Renta .
It has no patchoul or sage as you want & its sillage & longevity are almost in the powerhouse range .
At just over $20 a bottle , my mind boggles as to why this one is still flying under the radar ?

Hermes Poivre Samarcande is a great reference pepper, but the OP did want longevity - this one is wonderful but fleeting.

L'Occitan. This one is pepper and Lavendar, straight up. Great quality ingredients, beautiful dry down and an incredible value at the price point.
Though it does have patchouli, I don't find it overbearing: Perles de Lalique by Lalique
It is fairly inexpensive - 100 ml for about $40.
Also like Bois D'Encens and Baie Rose 26 (you can find these in the Basenotes Splits forum.)

Go cheap, go Paco Rabanne Eau. I get a schooner's worth of pepper in this fresh 'fume. Longevity and sillage are great provided you let fly on the trigger.
Apart from that, I echo the recommendations for Piper Nigrum, Lalique White, Bang, The Beat and Molton Brown's Black Pepper line.
I also ♥ peppery scents!

Molton Brown is good but poor longevity for me
poivre samarcante by hermes.
mark jacobs bang is ok,but dont even come close to it.
Amouage Honour Man is the best quality pepper fragrance with great longevity
