1. This is certainly true IMO on *some* of the re-issued Giorgio for Men bottles by EA. The earlier re-issue bottles that tended to have a dark mossy green juice (one of which I own, along with my multiple vintage juice bottles) are virtually indistinguishable smelling from the vintage and would be highly recommended if you knew one of those was the one you were getting. That said, somewhere along the line EA must have either changed manufacturers or reformulated because there is a noticeable decline in the scent quality/profile and juice color (though not potency) on many of the late re-issue bottles so buying the re-issue bottles now is a bit of a gamble. At this point, if you can afford it I recommend buying the vintage to avoid playing Russian roulette. The good news is that even the "inferior" re-issue bottles still smell great, they just don't smell anywhere near as good as the others... and to one who has experienced the good stuff, there is no going back.
2. Red for Men I completely agree with your statement in the OP and recommend the vintage all the way.
