I will let you determine what you deem smooth. Pick a scent. I'm curious how folks will answer this.
my choice is vintage Dior Homme EDT btw
Pierre Cardin Iris Sauvage.
Armani Privé Ambre Orient.
Amber and vanilla. Two of the smoothest notes I can think of,

BUT Uhmmmmm, I digress; Tom Ford Oud Wood is the smoothest fragrance probably ever... IMO. Yes, I own this too although I rarely ever wear it depite mine being 250ml bottle, and maybe only used it six-times in 10months.
I haven't really given it much thought, but LiquidNight by A Lab On Fire has got to be one.

Remember that while it is perfectly acceptable to criticize the content of a post - criticizing the poster is not.
In my opinion, Creed's 1849 Millesime is the smoothest scent I currently own. Second would be Musc Ravageur.
But it's hard to disagree with Royal Oud & CC1. I define smooth as a fragrance that easily evolves from top to heart to base.
Slumberhouse Pear & Olive. So smooth it's slippery.

To me, smoothness means there exists a fluid transitioning from top to mid to base notes. A smooth scent can be composed of any and any notes as long as they are well blended, rounded, and a tad powdery.
My choice would be Cuir de Lancôme.

Prada Man (Amber) very smooth.
Boss Elements Aqua mayhaps even smoother.
Rochas Man, albeit sweet gourmand, quite smooth.

I dont really have anything genuinely smooth, not like Egoiste or Coromandel. Egoiste is the definition of smooth for me.
The smoothest I own is probably between Armani PH, Body Kouros or Pure Havane. See, so far I don't do smooth!

Without a doubt : Narciso Rodriguez Musc for him.
The way the musk and iris take turns on the skin is simply heavenly and brilliant.

+1 for Dior Homme (this one is extremely smooth for me...only in the dry down...the iris is rather sharp on top.)
I would add Diptyque Boulevard Saint Germaine, Chanel 31 Rue de Cambon and L'Occitane Eau de Baux from my collection. I think all four fragrances are equally silky smooth in "fragrance texture."
MPG Santal Noble is certainly one of the smoothest in my collection.

Tom Ford's Noir de Noir is the smoothest thing I have in my opinion, but I prefer scents with a little harshness.
L' Artisan's Vanille Absolument. Now that's smooth!
