I'd pick one of these six. All are readily available at most department stores:
    • Bleu de Chanel
    • Mugler Cologne
    • Acqua di Gio (original or Essenza)
    • Polo Blue
    • Bvlgari Aqva Marine
    • YSL L'Homme
It's really quite pleasant, except for the smell (...)

Many great suggestions above. Another one to try is

Hommage a l'homme by Lalique - a versatile modern violet, vanilla, and a sprinkle of oud but basically smells like a fresh unlit cigarette and gather quite many unsolicited compliments. A plus is also quite affordable.

Bleu de Chanel or Terre D'hermes.

    Can't go wrong with either.

If I were you, I'd see if I could find Creed's Green Irish Tweed on the cheap online. Make sure you can get it delivered in time, of course. The smell is a modern classic, and the bottle alone makes it gift-worthy.

A cheaper suggestion: Dior Homme Sport.

Personally, I would say don't get him a fragrance, unless you know what he likes.

Terre D'Hermes as suggested by others above won't break the bank either.

I don't consider Terre D'hermes a safe scent. It has a rotten orange note which put me off.

I haven't tried Bleu but Chanel are usually safe and mostly inoffensive.

The trouble with buying fragrances as gifts is that you can't be daring. Bvlgari Black? Not a good idea... but it's the slightly unusual ones that leave a lasting impression.
