Perhaps, if this had been a BATTLE instead of just a multiple choice poll, the French would have conceded defeat rather than winning in a landslide...?

Historically France... That said, nowadays, Italy appears to be where the more innovative action is at (at least to my tastes) and as such gets my vote.
    Current Top Favorites:
    1) Portrait of a Lady original formula (EdP Frédéric Malle)
    2) Giorgio for Men vintage/V.I.P. for Men (Giorgio Beverly Hills)
    3) Dia Man vintage edt (Amouage)
    4)
Anat Fritz Original Formula and Classical (Anat Fritz) - tie
    4) Lalfeorosa (O'driù) - tie

    6)
Les Nombres d'Or Vetyver (Mona di Orio)
    7) Captain vintage (Molyneux)
    8) Tzora (Anat Fritz)
    9) Javanese Patchouli (Zegna) - tie
    9) Monsieur de Givenchy vintage (Givenchy) - tie
    9) Coeur de Vetiver Sacré (L'Artisan) - tie
    9) X for Men (Clive Christian) - tie
    9) Patou pour Homme Privé (Jean Patou) - tie
    9) Oud Shamash (The Different Company) - tie

France is still leading, but Italy has caught up, so now it's a nip-and-tuck race.
Haven't made up my mind on the vote yet. Will vote for the winner in this catch-up race.

Not sure that there's an answer really but France would not be my choice based on current offerings.

    I'd say
1- France (they used to have no real contenders, but today they've to confront with a global world that has learned a lot from them)
2 - Italy (the contender with more interesting new brands: Maria Candida Gentile, Acampora, Eau d'Italie, Xerjoff, Nobile 1942, Meo Fusciuni, Antonio Alessandria and so many other new brands launching every other month...)

I'd put also Northern Countries on the map: Maack, Byredo, Agonist and others are offering really interesting things!

The italian Giovanni Maria Farina was probably the eau de cologne inventor. France is the historical country of the perfumes but nowadays in Italy are growing up dozens of great great artisanal brands and genial noses. Italy is also the country house of historical perfumes maison worldwide famous as Farmacia SS Annunziata, Santa Maria Novella, Officina De' Tornabuoni, Acqua di Parma, Acqua di Biella. At the end of 800 the french discovered the synthetic usage in perfumery and going ahead they invented in the 900 a real perfumes industry. Nowadays France is still the country of the perfumes but Italy is a great great contender with an enormous amount of qualified brands as Villoresi, Tonatto, Maria Candida Gentile, Hilde Soliani, Tiziana Terenzi, Goti, Profumo (AbdesSalaam Attar), O.P.S.O, Il Profvmo, Meo Fusciuni, Profumum Roma, Mazzolari, and the modern Nu_be, Testa Maura, Profumi del Forte, O'Driu', Nobile 1942, Nasomatto, Masque Milano, Casamorati-Xerjoff, Orto Parisi (even if probably a laboratory is located in Amsterdam), Mendittorosa, Eau d'Italie, Cale' Fragranze d'Autore, Bruno Acampora, Acqua di Stresa and many others.

I would have voted for Italy but they lose due to the sheer volume of fragrances coming from France. Oman is home to arguably one of the top 3 fragrance houses in the game though..

You speak the truth. Middle East has been producing fragrances for thousands of years people don't realise that most major brands just produce their item in France. That is all France is in the fragrance world the base for a factories.

Italy has some of my favorite fragrances I am discovering.

France is historically the home of the traditions, and I love the old school houses there as well as new ones like Annick Goutal.

But the Middle East fascinates me the most, as I have loved the attars and Amouage fragrances I have sampled.

Is there a best? I don't think so.....

You have to define 'makes' though to really assess it. Are we talking about the location of the house selling it, the fragrance house who made the perfume, or th location of the perfumer within that house? How do you classify an american house (tom ford) selling fragrances made by a Swiss company (givaudan) whose perfumer that won the brief is based in singapore?

    BOOOOM!!!!

I had no idea that my Amouage lovin' nose was sniffing French scents. Mind blown.

I smell Paris, I smell France. I smell a rhyme I shouldn't follow through with.

It's kind of akin to asking "Who makes the best baguettes in the world?".
    Errrrr no.
Arabs have been making perfumes for at least 15 centuries.
Perfumery in France started 3 or 4 centuries ago only.

(allegedly) Composed in France under Omani directives , made & bottled in Oman & artistically directed by a Chinese.

So which is it? French, Omani or Chinese?

It's globalized like almost everything this day & age.

Maybe not longer in the overall historical sense. But in terms of doing it as a manufacturing industry on a large scale and in terms of volume of product, I'm only guessing, France has probably been in the forefront in recent history and currently.
