Is this a pre-made kit of just a list of things you want to buy?

Cool. I haven't had the most experience with materials but decent smelling and fun to play with (not too hard work) i'd say....

add Sylvamber, Neroli, Lemon, mandarin, Ginger, Timbersilk, Cashmeran, Vetiver acetate

and maybe leave, eugenol, borneol, floral ozone, Anethole

I would add Dihydro Eugenol, and reduce the Eugenol order, but not eliminate.

PWx, what a waste of time.

Borneol, you don't need. Toscanol, you can delay. But you seem to want the anise note, and you have Anethole there too, so, if I would pick one, I would pick Toscanol.
But I's also add Anisyl Acetate

I also don't see enough bright notes, like natural citruses, and eucalyptol

I think you should add another green note like Lyral, say Starfleur, Hydroxycitronellal, Meijiff, or Lilyflore

I think you need another Sandal bit, maybe Sandalrome.
You also need some cedar EO's. Like Virginia, or Texas.

    And you need Methyl Salicylate.

I see you all point out the lack of bright notes and also that i dont need some notes. I'll make sure to correct that.

Thank you for your helpful opinions and advices, i'll post my final list once i've cleared my mind.

    Any other opinions are welcomed!

if you are interested in 'fresh & clean' fragrances i'd definitely add celestolide, a very bright and sparkling musk. and further bright and very contemporary feeling basenote-additions could be paradisamide, rhubofix, phenylhexanol, magnolan, cyclomethylene-citronellol etc... they are all very rewarding in use, and i think great to play with as a beginner.

the above recommended addition of sylvamber and timbersilk is IMO not really necessary for a starter set when iso e is already on the list.

    - try to get the para cresyl acetate in 10%. its very strong, and you won't use very much of it. same with cis 3 hexenol.
    - cancel PWx as already recommended
    - iso amyl butyrate is a more specific molecule, and i'm not sure if it is really necessary for a starter kit. but there is for sure a reason you put it on your list.

    EDIT:

i recognized that you don't have any dry woody ambery material on your list. think about e.g. norlimbanol, amberXtreme, ambrocenide, okoumal. they are all great with citrus on top. okoumal is the easiest to handle as a beginner.
they are all very strong: 10%.
