I couldn't agree more on the decants. I understand that there is an audience for them and I would not begrudge them access to such listings if it weren't for the fact that people who do not wish to view them do not have the option to filter them out except adding "-decant -travel -glass -5ml -10ml -3ml" ad nauseum to the search criteria.

It's a moot point now. Ebay are fixing this. I just checked the selling interface and the options for listing fragrances are back to new and used. As I had speculated, it was just a mistake on eBay's part (and "mistake" is just me being nice). Check the link above to the discussion thread on the other website for additional information.
Not fixed. You can initially select Used, but then it'll go to a page that seems to make you choose a condition. Still only the same two New options available.

At this point you could, presumably, choose new without box and in the title say, "partial" bottle. In the description you can say that it may have been sprayed but that it retains it's seal so that it could not have been tampered with. That's another idea as to what "new" means in this context. With a partial splash, there could have been evaporation.

Good news...there is now a 'pre-owned' condition option when creating a listing.
Rare, vintage, and niche off-site sales.
    Big list of niche splits.

All that trouble and strife just to change the option from used to pre owned, someone at Ebay has too much time on their hands. I was beginning to think maybe Ebay was just complying with new region specific laws that have come in to effect.

Yes, they probably just intended to change the terminology for whatever reason, but then simply didn't code the option for it into the drop down box.

It looks like as though the listing interface is changing too. They were trying to do too much at once I guess.

All's well that ends well. The used (pre-owned) listings are returning to eBay now after dropping off significantly in the early part of the week. The added benefit was the insight these forum threads (here and in the other website forum) gave as to the general disposition of regular small scale eBay fragrance sellers, and fully exemplifies and justifies why I buy only from FNet or the rare one-off seller who manages to create a reasonably compelling listing.

But if someone puts battery acid in generic vials and sells it on eBay as Amouage, the company might be found partially liable for allowing it.
This. they are hunting decants, not partial bottles.

    Good news for sure.

But can you just imagine all the people who use eBay to list their (e.g.) Dior Eau Sauvage Parfum that they mistook for Eau Sauvage or even those that picked up the wrong version of Sauvage, having realised their mistake after opening the bottle? Seems like it would have been very unfair for eBay to do such a thing.

Nonetheless, let’s hope this “mistake” wasn’t something that we can expect in the future...

If you think you have it bad try ebay France...you cannot list any perfume with the name Vetiver. Not even obscure discontinued fragrances such as Galion Vetiver. You are immediately blocked from listing/using the word vetiver due to the frightening power of LVMH who launched and won a huge lawsuit against ebay, (obviously by bribing top french judges).
