I would say Jaipur Homme is a strong contender.

Any particular style you are looking for? As in fresh, warm, spicy, aquatic, or green etc.

Here are some suggestions across the board -

Bentley for Men Intense - boozy woods and leather
Morabito Or Black - 'gloomy' dark fougere
Narciso Rodriguez for Him EdT - unique violet leaf & musk for cold, grey days
Habit Rouge EdT - vanillic oriental, very classic
Caron Pour Un Homme - lavender, musk, vanilla, very classic, refreshing in hot weather and comforting in cooler weather
Prada Amber pour Homme - soapy/fresh with some warmth, I think this is much better in cooler weather

A*Men under $40 is easy, flankers not so much.

To contribute: I like Montblanc Legend Night as a sweet heavy vanilla bomb.

EAV DES BAVX is a tremendously classy, masculine, sweet/woody/spicy/ winter fragrance, and its very affordable.

Yes they could both be found at $40 and under, the original being cheaper than the flanker. As evidenced by finds from Tj Maxx and Marshalls.

    Givenchy Pi is great too.

Winter/fall cheap huh? Burberry London, right off the bat! Mauer and Writz Tabac Man Firepower a rather solid clone of Gucci Envy for men. CK Obsession for Men or Lagerfeld Classic if you're into, well - classics! Coming back to Burberry again - Burberry Brit Rhythm Intense is a very good modern fall/winter mainstreamer. You can get most of the Bvlgari frags darn cheap too, for instance Bvlgari Man in Black. I almost forgot about Versace Dreamer.

    Aramis Havana

Throwing in Jacomo de Jacomo Rouge. Punches well above its weight class.

Btw $40 can buy you a decant of great stuff that can easily last through the fall/winter months. But one needs to let go of that “full bottle only” self-imposed constraint.

Joop! Homme. I'm not sure if it's as cheap in other countries, but here's it's almost always on sale, 25€ for 125ml. It's oriental/spicy/sweet, good for fall & winter, and performance is really good for the pricepoint.

    From Mashalls/TJ Maxx

    JV Vintage
$29.99 for 2.5 oz. Boozy, rhubarb, and evokes a dash of Z-14.
    Drakkar Noir
Too spicy in the dry down for me, but on others a really nice leather-jacket type of scent
    Halston Z-14
This thing is so cheap at $9.99 and pretty much pooped on as a reformulation, but I plan on wearing this for some rainy winter nights. Opening is awful, but the dry down is really rich in my opinion.

Guerlain excells in this area, but it may be for the smaller bottles only. L'Instant pour Homme both edt and edp. Habit Rouge EDP and Heritage edt or edp as well.

My personal favs are Lalique pour Homme edt or edp. Lalique Hommage a l'homme as well is solid.

In any case, it seems there is a good selection out there of winter fragrances that are quite affordable and affable.
Seeking: Bottles/decants : of Pomegranate Noir, Midnight in Paris EDP, Feeling Man, Essence of John Galliano, Azzaro pour Homme (vintage),...etc.

Seeking decant/sample of Aramis Calligraphy Rose, Penhaligon's Esprit de Roi, PdE Ambre Russe, Jil Sander Feeling Man ....etc. I have samples to swap.
