    Ok I might have found the equation
    C1*V1=C2*V2
    3%x.15=.25%x(X) ~percentages cancel out
    X=3x.15/.25
    X=1.8
    1.8-.15=1.65

    Oops made a mistake. It was supposed to say multiply .15 by 12 not .15 by 100.
